Launched by the UAE It Council, the system establishes a unified framework to regulate, empower, and stimulate the growth of both traditional and digital It. It introduces 20 new content standards and sets the stage for a more transparent and accountable It environment.

A key component of the plan is a soon-to-launch platform that will enable community-based content monitoring. This reflects the council’s commitment to public involvement in ensuring It integrity.

Who It Affects

The regulations apply to individuals and institutions involved in It activities across the country. For the first time, individuals will be allowed to own and operate It outlets—provided they meet specific guidelines and conditions.

What’s New?

The new standards are focused on preserving the UAE’s national identity while ensuring content—particularly advertising—meets clear and ethical guidelines. Key measures include:

  • Banning misleading or confusing content
  • Clearly distinguishing advertising from editorial material
  • Prohibiting unauthorised content, especially in sensitive sectors like health

Fines and Penalties

Violations will carry serious consequences. Fines for breaches can reach up to Dh1 million and may be doubled to Dh2 million for repeat offenses. Other administrative penalties include license cancellations, revoked permits, and the suspension of approvals for individuals or It institutions.

Support for Local Content

To encourage the growth of local creative industries, the council announced a set of incentives for Emirati creators, writers, and producers. This includes exemptions for those involved in film, theatre, and other cultural productions. Specialised packages will also be introduced for sectors like publishing, cinema, and electronic gaming. Small cinema operators will benefit from new classifications aimed at supporting business development.

This integrated system is part of the UAE’s vision to create a dynamic It environment that keeps pace with global transformations. By regulating media in all its forms and encouraging high-quality, locally produced content, the framework aims to enhance the country’s media output and align it with national values.
