Hajj Pilgrimage: UAE Dh50,000 for Unauthorized

The UAE has announced a strict penalty of Dh50,000 for any citizen or resident who attempts to travel to Hajj without a valid permit issued by the General Authority of Islamic Affairs, Endowments and Zakat (GAIAZ).

This move reinforces the authority’s commitment to ensuring a safe and well-organized pilgrimage experience for all UAE pilgrims.

According to GAIAZ, participating in the Hajj pilgrimage is only permitted with an official authorization. This requirement aligns with Cabinet decisions outlined in the Hajj and Umrah System, which governs all procedures related to the pilgrimage. The system is designed to ensure fairness and transparency through digital screening programs that manage the selection process for prospective pilgrims.

Unauthorized Travel Comes With Risks—and Consequences

GAIAZ has urged all citizens and residents to respect these regulations and avoid compromising their time, money, or safety by attempting to bypass official channels. The authority emphasized that those who do so will bear full responsibility for any legal consequences.

Authorities explained that unauthorized entries into the holy sites have led to overcrowding, disrupted services, and negatively affected the overall experience of pilgrims traveling under official arrangements. These violations place additional pressure on the UAE Hajj Affairs Office, which works year-round to ensure pilgrims receive proper support and services during the sacred journey.

Saudi Arabia Also Tightens Regulations

The Saudi Ministry of Interior has also stepped up enforcement, imposing fines of up to SAR20,000 on individuals caught attempting to perform Hajj without proper permits. These fines also apply to those holding visit visas who enter Makkah during the restricted period from Dhul-Qi’dah 1 (April 29) to Dhul Hijjah 14 (June 10 or 11, subject to moon sighting).

In addition, visa sponsors will face significant penalties—up to SAR50,000, six months’ imprisonment, and potential deportation—if they fail to report that expatriate workers under their sponsorship have overstayed or exited the country after their visa expiration.

Authorities in both the UAE and Saudi Arabia continue to stress the importance of planning and participating in Hajj through the appropriate legal and official frameworks. These measures aim to protect the well-being of pilgrims and preserve the sanctity and organization of the Hajj season.
